Renovation (modernization) of pilot apartment buildings and public buildings using panels

Duration: The estimated period of implementation of the project activities is from 21 06 2023 to 01 06 2026. 

Objectives of the project: 

• Implementation of a pilot renovation (modernisation) of multi-apartment and public buildings using panels, achieving an energy class of at least A; 
• Development of methodological guidelines for the serial modernisation of multi-apartment and public buildings using panels; 
• Promoting and publicising the modernisation of multi-apartment and public buildings using panels. 

Project activities: 

• Selection of project partners; 
• Provision of a subsidy to cover the actual costs of preparing and supervising the project or part of the project for the renovation of a multi-apartment building, administration of the project implementation, actual costs of construction maintenance and/or reimbursement of expenses; 
• Reimbursement of costs for the energy efficiency improvement measures implemented as specified in the Annex to the Programme; 
• Reimbursement of the part of the annual gross interest rate on credit for multi-apartment buildings exceeding 3 %; 
• Consultancy assistance provided or procured by the project promoter's staff to the project partners for the implementation of the project; 
• Preparation of methodological guidelines for the renovation of buildings using panels; 
• Publicising and promoting the renovation of buildings using panels. 

The project activities will result in the renovation of 3 multi-apartment buildings and 5 public buildings with standardised factory-produced panels, renovating at least 16 500 sqm of building space and achieving an energy performance class of at least A. A methodology for panel renovation and guidelines for the implementation of such projects have been developed. 

Budget for project implementation: EUR 11 959 697,74. 

The project is implemented within the framework of the Progress Measure No 02-001-06-04-01 of the Development Programme 2022-2030 "Promote Renovation of Buildings", Activity 2 "Grants for Renovation/Modernization of Buildings", Action 2.2 "Grants for pilot projects for the implementation of renovation/modernization of multi-apartment buildings and public buildings using panels", and is financed by the Economic Recovery and Resilience Plan "New Generation Lithuania".
