Promoting the renovation of multi-apartment buildings

Duration: The estimated period of implementation of the project activities is from 8 February 2024 to 1 September 2029. 

The aim of the project is to raise awareness among owners of multi-apartment buildings and other stakeholders about the benefits of renovation of multi-apartment buildings, to raise confidence and encourage them to take action to modernise multi-apartment buildings, and also to increase the competences of the participants in the renovation process, in order to ensure a smooth and efficient implementation of the renovation process. 

Project activities:  

1. Implementation of information measures to inform residents about the benefits of renovation, to raise awareness and encourage residents to renovate their apartment blocks, and to build confidence in renovation: 

• preparation and broadcasting of informative reports on the renovation of multi-apartment buildings and its implementation on national television and radio programmes broadcast in Lithuanian, radio programmes broadcast in Russian and Polish
• preparing and publishing informative articles in national and regional newspapers, online news portals, social network
• produce an interactive guidance publication for residents of apartment buildings to be renovated, leaflets in Lithuanian, Russian and Polish, promotional souvenirs
• develop and maintain an interactive renovation map https://renomap.apva.lt/, and a website https://modernizuok.apva.lt
• organise conferences
• providing advice on organisational, technical, administrative and project implementation issues
• annual quantitative and qualitative public opinion surveys are planned to measure the effectiveness and impact of the communication activities on the project objectives
• media monitoring services will be procured in order to systematically monitor the communication field on the subject of the modernisation of multi-apartment buildings in selected media outlets and to collect information for the management of the process

2. Development of upskilling tools: during the implementation of the activity, an e-learning system for administrators of multi-family renovation will be developed, interactive methodological material for participants in the renovation process will be prepared and other competence development activities will be carried out, quantitative surveys of administrators' opinion will be carried out and a report will be prepared. 

The project activities will result in 50% of the population of multi-apartment buildings to be renovated agreeing to participate in the renovation process and 70% of the renovation project administrators will be trained through the e-learning system. 

6 999 856 EUR has been allocated for the implementation of the project. 

The project is implemented under Activity 5 "Promotion of Renovation of Multi-apartment Houses" of Progress Measure No 02-001-06-04-01 "Promoting Renovation of Buildings" of the Development Programme for the period 2022-2030, and is financed by the Cohesion Fund for the period 2021-2027.
