EU Twinning Program
Twinning is an EU instrument for institutional cooperation between Public Administrations of EU Member States and of beneficiary or partner countries. Twinning projects bring together public sector expertise from EU Member States and beneficiary countries with the aim of achieving concrete mandatory operational results through peer-to-peer activities.
The main purpose of Twinning is to transfer good governance to EU candidate countries to help them prepare for EU Membership and deepen their cooperation with neighbouring countries. Projects can support the administrative and legislative reforms of beneficiary countries and promote economic and social stability.
The EU Twinning Program supports cooperation between peer institutions in different countries, strengthens the administrative capacity of the beneficiary countries and supports them to implement necessary reforms.
At the moment there are two ongoing Twinning projects in which EPMA is actively participating:
1. The two-year Twinning project “Air Quality and Environment” which started in 2024 in the Republic of Moldova, aims to accelerate. the approximation and implementation of the acquis communautaire (Community acquis) in the fields of air quality and air pollution reduction, environmental information, circular economy/waste management, and sustainable management of chemical substances. This initiative is part of Moldova's efforts toward EU accession. Moldova's Ministry of Environment, the Environmental Agency, the State Hydrometeorological Service and the Environmental Protection Inspectorate will benefit from the assistance of partner institutions from the European Union (EU), brought together in a consortium of Finland, Lithuania and Sweden. Drawing on its extensive experience, Lithuania will lead the waste and circular economy module.
2. Since 2024, the Environmental Project Management Agency has been facilitating the implementation of the European Commission-funded Twinning project "Integration of Environmental and Climate Change Aspects into National Development Strategies and Policies." This two-year initiative brings together experts from Lithuania, Austria, and Palestine to address climate change issues. Together, they will work towards the project's main objective of integrating environmental and climate change issues into national planning processes and strategies. The expertise provided by the Twinning project will help the Palestinian Environmental Quality Authority to improve inter-institutional and sectoral coordination.
