About Us

The role of the Environmental Project Management Agency (EPMA) under the Ministry of Environment of the Republic of Lithuania is to manage and execute projects in the fields of environment, climate change, building modernization, pollution prevention, forestry, energy, and transport financed by the European Union, the state budget, and other state funds.

Areas of activity

We are a modern, professional institution administrating European Union funds (ISPA, European Regional Development Funds, Cohesion Funds, LIFE+ and LIFE program) and the Republic of Lithuania funded projects in the environmental sector. 

Within the scope of our competences, we participate in the implementation of the State policy in the following areas:

EPMA’s field of activity cover the following sectors

Key functions of EPMA:

  • Administer programs financed by the state budget, the Modernization Fund, and other sources aimed at addressing climate change issues in Lithuania
  • Implement pilot environmental projects
  • Serve as a center of expertise for multi-apartment building renovations and other energy efficiency and environmental measures
  • Support the Ministry of Environment in achieving strategically important operational results
  • Share accumulated expertise in project implementation, legal frameworks, public procurement, financial control, risk management, project oversight, and other areas with the Ministry of Environment and its subordinate institutions for the execution of environmental investment projects
  • Coordinate and develop the activities of institutions subordinate to the Ministry of Environment in the field of international cooperation
  • Unite environmental and climate experts
  • Implement projects under the EU Twinning Program and Lithuania's Development Cooperation and Support for Democracy Program
  • Share best practices from Lithuania and the EU
  • Provide support for reforms in other countries, including legal framework changes, and the development of administrative and institutional capacities of civil servants
